The Cultural Arts Program at the Hays County Government Center is devoted to promoting and encouraging local artistic endeavors. From permanent exhibitions featuring local artists from all over Central Texas to events organized by the Hays County Performing Arts Center, such as concerts, plays, dance recitals, conferences, film screenings and art shows, there is something for everyone. When Marsha Young opened the Butterfly Gallery on Mercer Street in downtown Dripping Springs, she said it was about time for the city to have an art gallery downtown. The Art Committee is the sole curator of an exhibition at the Hays County Government Center, with absolute discretion when selecting and placing works of art. If any complaints arise regarding a particular work of art being mocking, vulgar, appalling, or otherwise offensive to visitors, the county judge will review the complaint and make a decision.
Works of art presented in electronic format may be displayed without the audio portion, if any, at the discretion of the Art Committee and as needed to carry out commercial activities at the Hays County Government Center. The Hays County Government Center does not serve as a gallery or museum and is attended by citizens of diverse opinions and backgrounds who come there to do business with the County. Therefore, works of art displayed in these public areas must be appropriate for an office environment and for viewing by public officials, county employees, and citizens who transact business in the building. Hays County Commissioners have expressed their desire to create an art trail that unites the art communities of San Marcos, Wimberley and Dripping Springs. The Wimberley Valley Arts and Cultural Alliance organized the Wimberley Arts Festival in April to celebrate this goal. Any organization or individual that wishes to exhibit an exhibition at the Hays County Government Center must submit a proposal to the Art Committee.
If the Arts Committee decides to appoint a selection panel, its members may include county staff and community representatives. Any organization or artist that lends works of art for display at the Hays County Government Center must submit a full loan agreement to the Arts Committee. It is important to note that Hays County does not receive commissions or compensation for the sale of works of art displayed at the Hays County Government Center.
