The Hays County Government Center does not serve as a gallery or museum, but it does respect freedom of expression in the visual arts.
The County reserves the right to remove or relocate works of art at its own discretion. The exhibition of works of art does not create a public forum. The Hays County Fine Arts Insurance Policy covers works of art loaned to the county for display while they are in facilities under the care of county personnel. The County will take all reasonable precautions to ensure the safety of works of art on loan to the County, but is not responsible for damage or theft, except in cases covered by the Fine Arts Insurance Policy. The organization or artist lending the artwork assumes all uncovered risks. The Art Committee is the sole curator of an exhibition at the Hays County Government Center, with absolute discretion over the selection and location of works of art.
Works of art presented in electronic format may be displayed without the audio portion, if any, at the discretion of the Arts Committee and as needed to conduct business at the Hays County Government Center. The Art Committee may cancel an exhibition on display if they determine that it is necessary to protect the artwork or because of an unexpected use of the building. The Arts Committee may allow a lender to set up the exhibition under their supervision or to provide at least one person to assist in the installation of the exhibition by the Arts Committee. An organization or individual that wants to exhibit an exhibition at the Hays County Government Center must submit a proposal to the Arts Committee. If approved in writing by the building manager, the Art Committee may allow the lender to uninstall an exhibition or to assist them in dismantling and removing all works of art and other components from an exhibition. The Arts Committee may reschedule or cancel an exhibition at their discretion at any time before its start date.
The art displayed in these public areas must be appropriate for an office environment and for viewing by public officials, county employees, and citizens who transact business in the building. The organization or artist lending the artwork must deliver all related components, including stands, descriptive summary, and other informational material, as required in the loan agreement, by a date specified in that agreement. If approved by the Arts Committee, an organization or artist lending artwork may jointly organize a reception on a date and time approved by them. If they decide to appoint a selection panel, its members may include county staff and community representatives. So what about alcohol? Unfortunately, due to its status as a public facility frequented by citizens with diverse opinions and backgrounds who are there to do business with Hays County, alcohol is not allowed in any form within any art galleries located within Hays County. Despite this policy, there is still plenty for art lovers to enjoy in Hays County.
