The Cultural Arts Program of Hays County is dedicated to showcasing local arts initiatives and encouraging public dialogue, understanding, and enjoyment of the visual arts. The program's goal is to present exhibitions that reflect the artistic excellence and cultural diversity of the Hays County metropolitan area, while promoting the county's cultural and economic initiatives. The Art Committee is responsible for curating exhibitions at the Hays County Government Center, with absolute discretion when selecting and placing works of art. If a complaint is received stating that a particular work of art is mocking, vulgar, rude, or offensive to visitors, the Art Committee will review the complaint and make a decision to move or remove the work.
The Hays County Fine Art Insurance Policy covers works of art loaned to the county for display while they are on premises under the care of county personnel. The works of art displayed in these public areas should be appropriate for an office environment and for viewing by public officials, county employees, and citizens who carry out business transactions in the building. The Art Committee may appoint a selection panel to include county staff and community representatives. Works of art on display at the Hays County Government Center throughout the exhibition will remain in place until the end of the exhibition, unless the Art Committee approves their early removal.
The organization or artist lending works of art for an exhibition at the Hays County Government Center must adequately replace works removed from an exhibition before its completion, with the approval of the Art Committee. The Art Committee may allow a lender to set up the exhibition under its supervision or provide at least one person to help set up the exhibition. The organization or artist lending artwork must deliver it for the exhibition and all related components, including stands, descriptive summary, and other informational material, as required in the loan agreement, by date specified in loan agreement. Any organization or individual that wishes to exhibit an exhibition at Hays County Government Center must submit proposal to Art Committee. The County will take all reasonable precautions to ensure safety of works of art lent to it, but is not responsible for damage or theft, except in cases covered by Fine Arts insurance policy.
The Arts Committee may reschedule or cancel an exhibition at its sole discretion at any time before exhibition's start date.
